Drug abuse remains one of the most persistent and devastating challenges facing modern society. For decades, the global response to illicit substance use has been dominated by a "tough on crime" philosophy, characterized by strict policing, mandatory minimum sentences, and the expansion of the prison industrial complex. However, despite trillions of dollars spent on the "War on Drugs," overdose rates continue to climb, and the availability of narcotics has never been higher.
